When there is an inspection on behalf of the municipality (as a condition before sale) do you settle for that or do you bring another inspection yourself?

Depends on what your reasons are. Many municipalities do not do inspections. Those who do will know that this is not intended to protect your interests as a buyer. For example an inspector will not check the roof or anything in depth. When you order your own inspection, the person who arrives will spend 3+ hours - inspecting the house and then gives you a detailed report but with a lot of copy/paste. I personally usually don't but to each their own. Very much depends on many things.
What is the municipality's concern? For what purpose?
Definitely one more .. In the examination of the municipality are not checked many things but only what is important to the city
